Whistleblowing Policy
The Singapore National Paralympic Council (SNPC) is committed to the highest standards of integrity, accountability, and transparency. This Whistleblowing Policy provides a clear framework for employees, volunteers, athletes, and stakeholders to raise concerns about any actual or suspected improper conduct without fear of retaliation.
This policy applies to all SNPC employees, board members, volunteers, athletes, and other stakeholders. In particular, the policy aims to:
- Encourage the reporting of suspected or actual misconduct, fraud, or unethical behaviour.
- Ensure concerns are properly investigated and addressed.
- Protect whistleblowers from reprisal or victimisation.
REPORTABLE INCIDENT
Reportable incidents include, but are not limited to:
- Fraud, corruption, or theft
- Abuse of authority
- Harassment, discrimination, or bullying
- Breach of legal or regulatory obligations
- Misuse of SNPC funds or assets
- Any act endangering the health and safety of individuals
REPORTING CHANNEL
Whistleblowers may report concerns through the following channels:
- Email: whistleblow@snpc.org.sg
- Mail: Marked “Confidential” and addressed to the Chair of the Audit Committee, Singapore National Paralympic Council.
Anonymous reporting is permitted; however, whistleblowers are encouraged to provide sufficient details to enable effective investigation.
INVESTIGATION PROCESS
- All reports will be acknowledged within five (5) working days.
- The Audit Committee will assess the report’s validity and determine the appropriate investigation process.
- Investigations will be conducted impartially and confidentially.
- Findings and recommendations will be submitted to the SNPC Board for review.
PROTECTION FOR WHISTLEBLOWERS
SNPC is committed to protecting whistleblowers from retaliation, harassment, or adverse employment consequences. Any form of reprisal against a whistleblower will result in disciplinary action.
FALSE REPORTS
Deliberate false reporting will not be tolerated and may lead to disciplinary action.
